Regional DX Initiative for Hokkaido’s Regional Government   ​​NTT East Hokkaido

A consortium comprising NTT East Hokkaido, NTT DX Partner, and kantominto has been selected as a support provider for the Ministry of Internal Affairs and Communications’ “Regional Society DX Promotion Package Project (Support for Establishing Promotion Frameworks).” The consortium will begin establishing DX promotion frameworks and developing talent for regional DX to address local challenges in the participating areas: Hokkaido Prefecture, Iwamizawa City, Chitose City, Ishikari City, Shintotsukawa Town, and Shakotan Town.
Hokkaido is experiencing population decline at a rate exceeding the national average, making it increasingly difficult to maintain essential social infrastructure such as regional transportation, disaster prevention systems, and primary industries. While implementing DX is crucial to resolving these issues, both the prefectural government and local municipalities lack the specialized personnel needed to lead DX initiatives.
Against this backdrop, Hokkaido is leveraging the “Regional Society DX Promotion Package Project” to build a region-wide DX promotion framework that unites the prefectural government with local municipalities. This initiative—in which the prefectural government acts as a hub to drive regional DX while collaborating with the Hokkaido Economic Federation across the region—represents a pioneering effort nationwide, particularly given the diversity of Hokkaido’s municipalities in terms of population size, industrial structure, and geographical conditions.
The three companies will drive DX promotion and talent development to revitalize the region. They aim to share the results achieved by the 2026 fiscal year with stakeholders—including the Hokkaido Economic Federation—and subsequently expand the initiative to all 179 municipalities across the prefecture, ultimately establishing a sustainable regional digital infrastructure.
