Q-STAR Formulates “Quantum Literacy Standard”

The Quantum Technology Innovation Council (Q-STAR) and Skill Up Next have formulated the “Quantum Literacy Standard (QSS-L) ver. 1.0,” which systematizes the fundamental knowledge necessary for the quantum era. It covers topics such as quantum computers, quantum cryptography, and quantum sensing.
It targets a wide range of audiences, including working adults and students who are expected to become future industrial talent.
The goal is to use QSS-L to develop talent who can appropriately assess the value and risks of quantum technology, thereby laying the foundation for future industrial competitiveness.
Going forward, the two parties plan to refine QSS-L through active exchanges and dialogue with industry, academia, and educational institutions, while also working to expand the base of industrial talent that will support the quantum era.
QSS-L was developed as part of the “Development and Trial of a Quantum Human Resources Education Ecosystem,” one of the initiatives of the Cabinet Office’s “Bridging Research and Development with Society 5.0 (BRIGE) Program.”
The government’s “Quantum Future Society Vision” positions quantum technology as a fundamental technology that is key to economic security, and aims to balance resolving social issues with economic growth.
To accelerate the societal implementation of quantum technology, it is essential to not only develop researchers and other experts, but also to develop human resources in companies, government agencies, and educational institutions who can appropriately assess the value and risks of technology in the business world.
According to the Quantum Future Society Vision, an understanding of quantum technology will be required of a wide range of industrial personnel in the future, and it is stated that it is necessary to expand the base of such talent by 2030 to include those who are not quantum technology specialists.
