Nerima Ward Office and Fujitsu will conduct two demonstration experiments using an AI system for collecting delinquent resident tax and national health insurance premiums.
This is the first time in Japan that AI has been used to investigate the property of delinquent taxpayers. In order to check the income and assets of delinquent taxpayers, various property surveys are conducted based on the local tax law. Experienced know-how was indispensable for sorting out a wide range of information, such as the past investigation history of delinquents, and narrowing down the investigation target accurately. However, staff members often change positions after three to four years, and the lack of experienced personnel has become an issue in Nerima Ward.
In the demonstration experiment, the AI learns the know-how of veterans and instantly presents the optimal research candidates. Through this, we aim to enable young staff members to achieve results equivalent to those of veteran staff members, such as greatly shortening the time taken to select survey sites.
In addition, we also utilize a case matching support system that uses AI to distribute delinquent cases according to the staff’s proficiency level. In Nerima Ward, the collection rate and collection amount of resident tax, etc. will be improved, and the collection effect is expected to be more than 400 million yen.
