There is no sign of the end in Ukraine invasion of Russia. The offense and defense of both countries are the way of aggravation. It is difficult to read in the report what has occurred there.
This war is the composition of democratic vs authoritarianism. Therefore, Japan as a democratic state is not unrelated.Japan is opposed to Russia with G7 member. Russia regards Japan as the enemy.
Cyberattacks have occurred frequently in Japan around from this year February when Russia opened Ukraine invasion. Killnet which is the group of hackers for Russia attacked Tokyo Metro. It seems that Osaka metro was also attacked by them.
As you knows, Russia is developing the cyberattack on the state-basis, and the technique is sophisticated. They are known for delivering the infrastructure attack skillful especially.
Japanese government might have received the attack from Russia.However, the government does not release that and it is the right behavior.Because, a hacker can not see whether the cyberattack is effective or not so that it is usual t judge at a person’s reaction is usual state. If the government is upset , a hacker will have conviction in the attack, and also will make it grow. If the government does not care, a hacker may have a doubt in the attack and may stop the attack. Cyberattack is also the psychological warfare. Communication failures with the large scale have occurred frequently. The communication failure of KDDI which occurred on July 2 is fresh in memory. NTT West also occurred the communication failure in August. Ministry of internal affairs and communications(MIC) conducted an exceptional on-the-spot inspection on September 14. MIC carried out an exceptional response with the communication failure of KDDI. Namely,MIC sent an upper management to KDDI.
Going into DX era, the social importance of ICT infrastructure is increasing more than before. It is natural that the government minds the large scale communication failure which hits citizen directly.
However, the communication failure has occurred until now. For example, the large scale out of order was seen at the first half of the 2000s which the transition to IP phone from PSTN phone rapidly.
The transition to 5G is following rapidly now. The remote work has spread under the Influence of COVID-19. As a result, the unexpected burden is placed with anomalistic traffic on the network.It has also complicated the network architecture by progress of IoT.
When the network shifts to a new phase, the communication failure occurs easily.
Of course, I do not approve the communication failure. The carrier must strive for minimization of the trouble as a social mission.

Even so, the communication failure has occurred continuously in several months. I am sure it is unnatural.Japan manifested on June 28 to support Ukraine with G7. Russia comes to be hostile to Japan from that time. It is from July that the communication failures began to occur frequently in Japan. Is it accidental?
Although I asked the persons concerned about this, I was just dodged. Therefore, this is inside of my fancy. I could guess Japanese government carried out exceptional dispatch and inspection for the carrieries, in order to confirm whether the presence or absence of cyberattack and warn to refrain the official announcement about cyberattack with the viewpoint of national interest. If it is only the inquiry of technical consideration, the government should just call the carrier to the public office.
Of course, We cannot make all of out of order or scandal into the cause of the cyberattack. It is useless to use the cyberattack for the excuse of scandal.
But now, war and cyberattack are sets. The high level cyberattack which destroys the infrastructure has occurred in every corner of the earth actually.
Russia with the leading cyberattack in the world and the capability of HUMINT makes Japan one target. It is unnatural to suppose that Japan is unhurt .
Prime Minister Kishida blamed Russia at United Nations General AssemblyRussia expressed mobilization of reserve duty and is leading war.
I am anxious about the large scale infrastructure out of order occurring in Japan from the end of this year to the beginning of next year. Especially the electrical power infrastructure and the water service infrastructure require special attention.
