The administrative guidance provided by the Ministry of Internal Affairs and Communications to LINE Yahoo has sparked opposition in South Korea. LINE Yahoo’s information management system was sloppy, including leaks of LINE users’ personal information, and administrative guidance was appropriate, but it was rather hasty to go so far as to enter into a capital relationship with Han Naver, the de facto parent company. Although it cannot be denied that capital ties may have an influence on the information management system, the basis for this is ambiguous, and from South Korea’s perspective, it will likely be seen as a provocation. If we are to press for a review of capital relationships, we will have to provide convincing evidence commensurate with that. (Kei)
